Detailed Description

An IOmcu of another protocol major answers its identity while the link stays down.

Its alert and its build check are owed once per mismatch, not at every probe of the 1s the link-down probe repeats at; an update that ended owes the check again, since an IOmcu that kept its old image gives no link-up edge to start one.
